Technical Product Owner

Primary Functions and Tasks:
Own and manage the technical backlog to ensure the project remains maintainable, scalable, and compliant with architectural standards. The Technical Product Owner is responsible for prioritising technical debt, upgrades, developer-driven improvements, and test automation alongside product requirements. They collaborate with the Product Owner to review features for technical implications, review how features are split, planned and organised and with the Proxy Product Owner to ensure technical stories are included in sprint backlogs. The Technical PO also maintains accurate technical documentation (API specifications, ER diagrams, FIA documents) that underpin ROME’s integrations with client systems.
Responsibilities:
• Own and prioritise the technical backlog, ensuring technical debt, coding improvements, platform upgrades (.NET, Angular, etc.), proofs of concept, and developer-raised enhancements are captured, tracked, and delivered.
• Ensure that BDD-style API integration tests are included, prioritised, and improved as part of the technical backlog, maintaining visibility and importance alongside product stories.
• Commit to ensuring a percentage of sprint capacity is allocated to technical stories, balancing technical and product priorities.
• Review feature updates with the Product Owner for potential architectural impacts; flag and escalate to the Software Architect if a reassessment by the IT Architecture team is required.
• Work with the Proxy Product Owner to ensure technical backlog items are visible and decomposed appropriately into sprint-ready stories.
• Maintain and update technical documentation (API specifications, ER diagrams, FIA documents), ensuring alignment with client-facing integrations (ROME APIs, CSV exports for client Data Lake).
• Collaborate closely with the Software Architect, Technical Lead, QA Lead, and Delivery Lead to ensure technical backlog items align with architecture, quality, and delivery objectives.
• Act as the liaison between developers and stakeholders for surfacing and prioritising technical improvements, ensuring technical concerns are represented at the same level of visibility as product stories.
Qualifications we are looking for:
Minimum 5 years' experience in a Technical Product Owner, Technical Business Analyst, or Technical Lead role within Agile delivery environments.
Minimum 3 years' experience directly owning and prioritising a technical backlog in a live production system.
Strong working knowledge of .NET and Angular technology stacks, sufficient to assess technical stories and understand developer estimates.
Practical experience with RESTful API design, API specification standards (OpenAPI/Swagger), and system integration patterns.
Demonstrated ability to create and maintain technical documentation including API specifications, ER diagrams, and FIA documents.
Working knowledge of BDD-style automated testing frameworks and CI/CD pipeline integration.
Understanding of software architecture patterns with the ability to identify when feature requests require architectural escalation.
Proficiency in backlog management tools (Azure DevOps or Jira) and version control systems (Git).
At least one recognised Product Owner certification (CSPO, PSPO, or SAFe PO/PM) or a Bachelor's degree in a relevant technical discipline.
Proven experience balancing technical debt remediation with product delivery priorities across sprint cycles.
Experience working on enterprise integration projects involving external client systems or data platforms.
Desirable:
Experience with Azure cloud services (Azure DevOps, API Management, Functions).
Familiarity with pharmaceutical or regulated industry delivery environments.
Exposure to D365, Salesforce, SAP, or data lake integration landscapes.
ISTQB, Azure, or architecture-related certifications.
Reporting:
Reports to the Delivery Lead.
Works closely with: Product Owners, Proxy Product Owners, Software Architect, Technical Lead, QA Lead, Delivery Lead, and client stakeholders.
